Toake Endoh's October 2000 working paper "Shedding The Unwanted: Japan's Emigration Policy", hosted at the site of the Japan Policy Research Institute, makes a convincing argument that officially sponsored post-war emigration from Japan was imagined as a way to control Japan's "surplus" labour force.
