Mar. 24th, 2006 11:13 amLatvian cartographer Ritvars Eglajs's Policy.LV article "The Referendum and Ethnicity or Measuring Integration" examines the reason why only 69% of the Latvian population voted yes in 2003's referendum on European Union membership. The answer, apparently, is that while an overwhelming majority of ethnic Latvians cast votes in favour of European Union membership, an equally substantial majority of non-Latvians voted against it. Aigars Smagars explanation for the weakness of the pro-EU vote in the province of Latgale, a southeastern territory with a Russophone majority, bears reading in this connection.
