If you want to mass-produce garlic try splitting the bulb (corm?) into cloves and putting them into suitably sized small containers (e.g. the compartments of an ice cube tray) with the bottom of the clove in water. You ought to end up with more shoots that way - at least it worked well for me when I was growing root tips for biology classes. Can't guarantee that they'll be as hardy as the full-sized corm though.
