My first thought was (God forbid), "Jenga!"

My second though was, "Wait, are those external elevators, with doors that could--also God forbid--theoretically open out of 30+ stories of open air?"

High rises make me nervous generally, but it feels like this building is calling me out personally.

The building is still being worked on. It is nearly finished, but not yet.

Ah. My bad.
If I had taken a closer look, I'd have seen that those are construction elevators.

The arrangement of balconies does make it look like a stack of blocks. It's an interesting effect.

It is understandable. It is visually interesting, at least.
