While composing a news article for Century 22 PBEM about the decline of pure altruism in France's foreign-aid policy and the desire to develop the poorer Francophone world in such a way as to to keep France ahead of the rest, I started to wonder. How many people in the developed world actually want the underdeveloped countries of the world to attain First World standards of living?

I'm not talking only about near-First World countries and regions like the Southern Cone and central Europe catching up. How many Americans want a China of a billion or so people with a First World GDP per capita to overshadow them? Do the French really want Congo to be the most populous and powerful Francophone nation? Methinks that the current situation of massive global inequities makes many people happy.
