It's often said that the province of Québec has the lowest fertility rate in Canada, indeed that it's one of the lowest-fertility jurisdictions in the world. Take Wikipedia's Québec article makes this claim, for instance.

While it is true that Québec did hit its demographic transition hard in the 1960s, it's no longer alone in Canada as this Statistics Canada report makes clear. In fact, with a TFR of 1.47 children born per woman, Québec is just below Ontario's TFR of 1.48 children born per woman and the Canadian average of 1.50. British Columbia is lower; Atlantic Canada is lower still.

Canadians as a whole, it seems, just don't like reproducing. Perhaps more accurately, for whatever reason Canadian women aren't interested in birthing enough children to keep the Canadian population from declining in the long run. The Québécoises just happened to be first.
