It's worth noting that any state, or any political movement, that wants to bring in the state to manage an "excessively fecund" ethnic population--Albanians in the 1980s in the former Yugoslavia, French Canadians in the eugenics-happy 1920s and 1930s in North America--by directly limiting their numbers is structurally racist. If you say there are too many people of a particular ethnic or religious group for you, the problem is almost certainly not with the group but with you.
