Mucha Musemwa's 2004 paper "Disciplining a 'dissident' city: Hydropolitics in the City of Buawayo, Matabeleland, Zimbabwe, 1980-1992" examines how the Zimbabwean central government controlled the water supply of the city of Bulawayo, Zimbabwe's second largest city and the unofficial capital of that country's Ndebele population, in response to political threats seen as coming from Ndebele lands.
